To an untrained Linguist, it appears Mexican Bald Ben is unable to speak English and speaks only Spanish, however with a closer analysis you would find that the Spanish words he is speaking are merely quotes from "Go Diego, GO!" and names of Spanish speaking Chain Restaurants such as "Chiquitos" or "Taco Bell".
Mexican Bald Ben and Mexican Bald Leon are both of no relation to their regular Bald counterparts (Bald Ben and Bald Leon), they appeared while Bald Leon and Bald Ben were both travelling around the world. When they returned they found that they had not been marked absent for a single day of school, as the Mexican Bald's had taken their place and had been attending their classes. Somehow, no one had noticed a difference, despite the fact that overnight the Balds appeared to grow a full head of hair each, and stopped speaking English.
It is currently unknown what will happen to the Mexican Bald's, this will be explored in future chapters of "The Magnificent Tale of the Bald's"
